Recent reports have indicated an additional 1, 400 Marines(海军陆战队)are being sent to Afghanistan in the coming weeks. This means it costs over $1 million annually on the ground over there. I do place a higher level of blame on the policymakers who send soldiers off to kill and be killed in the field. I think the human race needs to think more about killing.
One needs to do the introspection: “Are these wars JUST?” I believe that all of our wars since 1945 have been illegal, under international law as well. I suggest that all your readers examine their conscience(良心)as it relates to the matter of making war. The fact that many soldiers are motivated by a strong sense of duty does not give them some unqualified moral right to support these wars or any other. It’s responsible for all the troops, and the entire population, to determine whether the Afghan or Iraq wars are in accordance with (符合)the development of the state.
I wish someone would give me one or more logical reasons why we are still fighting in Afghanistan and what our goals are. I certainly don’t understand it and neither do many who are more knowledgeable than I.
Outsiders have tried unsuccessfully for centuries to conquer Afghanistan, and we seem to be no more successful. We are trying to develop a stable central government, but the country is badly divided into ethnic and tribal groups, and the current government is corrupt(腐败的). Moreover, we are apparently regarded as undesirable occupiers by many of its people, most notably the Taliban.(塔利班)
If we are to continue spending billions every year in Afghanistan and killing hundreds of our people and many of theirs, our government must provide us with a reasonable explanation of why we are doing so and what we can expect to accomplish.

BEIJING , March 9 --- The central government will require an additional three years of use for official vehicles for ministers and governors to reduce the costs of purchasing new cars, media have reported.
The new rule has been applied among all Party and government departments nationwide, the Beijing News reported on Tuesday. The new rule has not yet been made public, said Li, a member of the Chinese People’s Political Consultative Conference National Committee.
Under the old rules, the cars used by minister-level officials could be replaced as often as every five years, Li said. These officials will also keep the same cars when they assume new posts, he added.
The new rule also reiterated(重申) that officials ranking below minister-or-governor-levels should not be allocated cars. The cars possessed by their departments should be used on demand.
“It violates the rules for lower-ranking --- even county-level-officials to be allocated cars,” Li said.
Purchases of vehicles for official use have been heavily investigated, as they account for a large expenditure (花费) of public funds every year.
A survey on the Web news www.ifeng.com found 64 percent of respondents believed the new rule will be difficult to carry out because it is related to officials’ interests.
“Local government departments had halted(中断) approvals for requests for such vehicles and had started to work on new quotas(指标) under the new rules,” Li said. “The future reform of official vehicle use will introduce market mechanisms and monetization.”
Premier Wen Jiabao said in the annual government work report on Saturday that expenditures on such vehicles will not increase in 2011 compared with a year ago.
Beijing’s standing deputy mayor Ji Lin last week said the municipal (市政的) government will release the number of vehicles for official use in the capital as early as at the end of this month.
Earlier this month, the Minister of Finance had published a rule regulating the budgets for such vehicles.

In most cases wars are initiated by governments,not by populations.And,most of the time,they are the result of disputes over resources and land,or of a government’s desire to increase its influence and power.However, looking back over the history of warfare,what is most striking is how willing most people have been to fight in wars,or at least to support them.

The early American psychologist William James once suggested that war is so popular because of its positive psychological effects.It creates a sense of unity in the face of a collective threat and inspires individual citizens (not just soldiers) to behave honorably and unselfishly, in the service of a greater good.It supplies meaning and purpose beyond the routine of everyday life.War also enables the expression of higher human qualities that often lie hidden in ordinary life,such as courage and self-sacrifice.

James’s argument is that human beings need to find activities that provide the same positive effects of warfare but which don’t involve the same destruction,or as he calls it.“the moral equivalent of war”.

In stable , peaceful and more economically developed countries,life is so rich and varied that there are many ways of satisfying these needs—through sport,our careers,entertainment and hobbies.However, in other parts of the world where life is especially hard—when people live in poverty and are oppressed,and where there is little hope for the future,it's harder to satisfy those impulses,and if there is an obvious enemy or oppressor to direct them towards,then war is almost unavoidable.


This isn’t to say that a waning party may not have a just cause,and this argument doesn’t explore other important social and psychological factors involved in war, such as social identity and moral exclusion.However, it does show that any stable.1asting peace depends on creating societies with a richness of opportunity and variety that can meet human needs.The fact that so many societies throughout the world fail to do this makes our future prospects of peace look very gloomy.
