Brian Tagalog was born without arms. But that didn’t prevent him from leading a normal life. The _______ young man believes he is the only certified tattoo(纹身) artist without arms in the world.

Brothers Cole and Blake Meyer, aged 10 and 8, were on their bikes to go fishing in June when they saw something_______down the road from their northern Iowa home.
