A city is rising from the waters of the Indian Ocean. In a lagoon (泄湖),just 10 minutes by boat from Malé, the Maldivian capital, a floating (漂浮) city, big enough to house 20,000 people, is being constructed (建造)。

Designed in a pattern (模式) similar to brain coral (脑珊瑚),the city will consist of 5.000 floating units including houses, restaurants, shops and schools, with rivers running in between. Residents start to move in by early 2024, and the whole city is due to be completed by 2027. The project is not meant as a wild experiment: it’s being built as a practical solution to the reality of sea level rise.

Containing 1.190 low-lying islands, the Maldives is one of the world’s weakest nations to climate change. Eighty percent of its land area is less than one metre above sea level, and with sea level projected to rise up to a metre by the end of the century, almost the entire country would go under the water.

The units are constructed in a local shipyard, then pulled to the floating city. Once in position, they are joined to a large underwater concrete frame which is fixed to the seabed on telescopic (可伸缩的) steel poles that let it gently flow with the waves.

Koen Olthuis, founder of Waterstudio, the company that designed the city, said that the possible environmental effect of the structure was assessed by local coral experts and permitted by government authorities before construction began. The aim is for the city to be self-sufficient and have all the functions as one on land. There will be electricity powered mainly by solar energy. As an alternative to air conditioning, the city will use deep sea water cooling, which involves pumping cold water from the deep sea into the lagoon, helping to save energy.

They’ve been able to deliver garden kits to Denver, Detroit, Memphis and Indianapolis so far. “We hope to expand to Canada this year with sights on Vancouver and Toronto,” adds Musk. “We also hope to expand to Mexico and beyond to make this a worldwide movement to encourage millions of people to grow their own food.”

The FiFA World cup is upon us in Qatar and excitement is truly kicking in. It’s the world’s biggest international soccer tournament and also the most-watched sporting event in the world. There are 32 teams competing to win. This year’s tournament looks to be particularly unique. What makes it different from the ones before?

For starters, it’s the first time the tournament has been held in the Middle East after Qatar beat other host competitors- the US, South Korea, Japan and Australia back in 2010. It’s also the first time in history the tournament is happening during the Northern Hemisphere winter months, from Nov 20 to Dec 18.

That’s because Qatar is a desert country, and in summer the temperature can be as high as 42℃. That’s way too hot to play outdoor sports. But it will still be pretty warm in winter. The temperature in the stadium is expected to be around 20℃ to 30℃. Air conditioning will help to keep it cooler.

Qatar is also the smallest nation by area to host the cup. They’ll be playing the first match of the tournament facing Ecuador. It’s Qatar’s first-ever FIFA World Cup game. This makes them the first country to host their debut(首秀) game since Italy in 1934!

There may be new challenges for many players too. Apart from the hot weather, for European teams like England, France, Germany and Spain, it’s only just over a year since their last big international tournament, the UEFA Champions League.

According to FIFA’s rankings, the favorites to win the tournament this year are Brazil, followed by Argentina and France.

Smoking in your own home in Thailand may now be considered a crime, if the smoke is considered harmful to other people in the house.

The new law, Family Protection and Development Promotion Act, aiming at controlling smoking at home which might be hazardous for others’ health living under the same roof, was initiated by the Ministry of Social Development and Human Security and was announced in the Royal Gazette on May 22, 2019. It came into force on August 20.

According to the center for research and knowledge management for tobacco control, at the Faculty of Medical Science of Mahidol University, there are about 4.9 million households where one or more family members smoke. An average of 10.3 million people have unwittingly (不知不觉地) become passive smokers because they’ve been breathing smoke at home. Scientific studies show that passive smokers are at greater risk of being affected by cancer. Of 75 child patients from houses where smoking is practiced, 76% of them were found to have nicotine traces in their urine (尿液), with 43% of them having nicotine content exceeding (超过) permissible levels.

Smoking at home also “may lead to physical or emotional violence” because of aggressiveness when there is a lack of smoking, and might as well ruin relationships between smokers and non­smoking family members.

According to the new law, anyone who thinks they are affected by domestic smoking can report to government departments concerned so that officials will be sent to investigate and take legal action against the smokers. Once convicted (证明有罪的), the court may order a person to receive treatment to quit smoking in an attempt to protect the person’s family.
