For many kids, the Internet is at their fingertips. From computers to smart phones, a web of information is open to them. According to a new report from the Pew Research Center, about three out of four kids aged 12 to 13 connect the Internet using a mobile device (移动设备) from time to time. Many younger kids are online, too.

Julian Zeitlinger, 9, from New Jersey, uses his computer to watch videos and play games. To keep him safe online, his parents monitor (监视) his web use and discuss Internet safety with him. “I ask my parents if something is wrong,” Julian says.

Mobile devices offer more ways than ever to share personal information. The information can be dangerous in the wrong hands. A study found that 62% of children aged 8 to 17 have had an unpleasant online experience.

Have you ever had to enter a parent’s email address when signing up for a website? That safety net is there because of the Children's Online Privacy Protection Act (COPPA). The law says sites for kids under 13 cannot collect personal information, such as a phone number or full name, without a parent’s permission (允许).

This July, the Federal Trade Commission (FTC) will update (更新) COPPA for the first time since the law was created, in 1198—when there were no smart phones. “The nature of the way kids get online has changed,” FTC lawyer Phyllis Marcus said.

When the changes take effect, COPPA will apply to mobile device (移动设备) and newer forms of adverising. “There is a misunderstanding that if a site is following COPPA, it is totally safe,” says privacy expert Shai Samet. He runs kidSAFE, which checks whether a site meets kidSAFE standards and is safe. “It is important that kids know how useful the Internet is but that is also can be dangerous if you are not careful.” he adds.

A video of a three-year-old girl being kicked by her own mother during a photo shot went viral on Thursday, indicating China’s underperformance in regulating the emerging child modeling industry.

The girl, known as Niu Niu, was physically abused (虐待) by her mother in several videos. The videos have annoyed Chinese media and Internet users alike. Many netizens and scholars call for local authorities to carry out further investigations into possible child abuse.

In response to the public outcry (强烈抗议), Niu Niu’s mother issued an apology via Sina Weibo on Thursday, condemning accusations of abuse. She noted that she was merely guiding her daughter for better shots and the girl is well looked after.

Despite her apology, many E-shops which used Niu Niu’s images for brand promotion have canceled their cooperation with the mother, while over 110 well-known child garment shops on Taobao have signed up for a campaign to provide better protection for child models.

“It is necessary to adopt comprehensive laws and regulations to further protect the kids, preventing their parents and companies from exploiting them,” Fang Zhiqing, a lawyer and child protection expert, said.

Niu Niu is not alone. In Zhili, a small town in Zhejiang province, thousands of children from across China are taken here by their parents to seize the chance of fame. With a population of 450,000, Zhili has over 13,000 manufacturers of child clothing. In 2017.the town earned over 7 billion yuan by selling clothing for children online, thus providing opportunities for child models.

“China’s current advertisement law isn’t workable with respect to the industry of child modeling, as it lacks clear regulatory measures and clear legal punishment.” Fang added, “It is important to issue new laws which regulate child modeling.”

Texas has been one of the most restrictive gun-rights states in America.Thanks to a new law,however,the state will be one of the most relaxed,to the degree that police are discouraged from even asking about someone's guns. And if they do, they may not have much power to do anything if the person refuses to show a license.

However,the US public seems more interested than ever in weapons and the power they convey,despite gun control groups' concern over the increase of violence. Most states in America have steadily expanded gun rights since the end of a 10-year assault(攻击)weapons ban in 2004. Black Friday this year saw the biggest gun cache(贮存)ever purchased in one day.

Considering those trends,there's a heated debate about whether the new Texas law is a model piece of legislation(立法)for a changing America,or a walking disaster just begging for trouble. As the law doesn't provide any punishment for those who refuse to show a license to a police officer, critics fear that officers may find it tough to handle potentially deadly situations. After all, armed citizens will no longer be considered suspicious, even though a lot of people might be alarmed by the sight. Most police in Texas have been told to not engage gun carriers unless they are doing something questionable or appear drunk.

For sure,New Year's Day will be an exciting one for Texas gun owners. What's not yet known is how the rest of Texas will respond.
